Turnover Management in the Civil Service

Our project focused on understanding and improving turnover management within Armenia’s civil service system. We conducted a thorough study of various aspects, including recruitment, promotion, remuneration, professional development, ethics, integrity, and the dismissal process. This review also covered the existing software and online tools, particularly the Human Resources Management Information System (HRMIS). Based on our analysis, we prepared specific recommendations for improving HRMIS, emphasizing better data collection and methods for tracking turnover trends and evaluating them effectively.

 

As part of the initiative, we developed key tools to support the civil service’s HR processes. This included an entry questionnaire for new applicants, a mid-term evaluation survey to gauge employee satisfaction, and an exit questionnaire for those leaving their roles. These tools were designed to gather valuable insights into the motivations, challenges, and experiences of civil service employees. We compiled all our findings into a comprehensive report, which included a review of relevant legal regulations, analysis of current software tools, and suggestions for new, more effective tools. The report also featured a dedicated section on modern methods for monitoring and evaluating turnover, drawing from international best practices. Our recommendations aimed to enhance recruitment and retention, ensuring a more stable and motivated civil service workforce.
