Avenue Consulting Group conducted the monitoring and evaluation of the Public Sector Management Program (PSMP) 2 in Armenia. The main objective was to identify areas needing additional efforts for effective implementation of public sector reforms and to provide an independent evaluation of the second tranche of the Armenian Public Sector Reform. The assessment was based on key monitoring indicators to ensure a comprehensive understanding of the program’s progress and areas for improvement.

The project consisted of the following components:

In-depth Study of PSMP 2: Conducted a thorough review of the PSMP 2 program, including preliminary mapping of outcomes and analysis of progress made.

Overall Program Evaluation: Assessed the effectiveness of the PSMP 2 program in achieving its reform objectives, identifying strengths and areas requiring further focus.

Detailed Report Preparation: Compiled a comprehensive report summarizing the findings from the analysis and evaluation. The report provided actionable insights and recommendations to guide the ongoing public sector reform efforts in Armenia.
