This project aimed to modernize and streamline the auctioning of public property in Armenia by preparing the Technical and Functional Specifications for an e-Auction platform. The main goal was to create a system that enhances transparency, accessibility, and accountability in the management of public property auctions. To achieve this, our team conducted an in-depth analysis of the existing legal and institutional framework governing public property auctions, identifying areas where the current process could be improved.

The work involved creating a detailed draft specification package for the e-Auction platform, outlining the technical requirements and functionalities needed to ensure smooth and secure online auctions. After gathering feedback from stakeholders, we refined these specifications into a final comprehensive package. Additionally, we provided recommendations for amending the legal framework to ensure the e-Auction platform could operate effectively within existing regulations. This project laid the groundwork for a more efficient, user-friendly, and transparent process for auctioning public property, making it easier for citizens and businesses to participate in the process.
