Avenue Consulting Group was engaged to develop an Operational Manual for the Armenia Renewable Resources and Energy Efficiency Fund (R2E2), outlining the fund’s operating procedures for the next 5-10 years.

The project resulted in a comprehensive Operational Manual, covering key aspects such as target market identification, client eligibility criteria, financing and implementation procedures, indicative investment planning, and financing requirements along with potential sources. It also addressed staffing, human resource management, and capacity-building needs. Throughout the process, Avenue Consulting Group provided legal expertise to ensure that the proposed procedures aligned with current legislation.

The project included the following key tasks:

Review of R2E2 Fund Documentation: Analyzed key documents, including government decrees, the Fund's Charter, existing Operational Manual, and the Energy Service Agreement (ESA) model.

Preparation of the Manual Outline: Developed an outline for the Operational Manual, which served as a framework for the content.

Development of the Operational Manual: Elaborated the manual based on the agreed outline and strategic concepts.

Legal Annex Preparation: Created a legal annex with draft documents for potential changes in the Fund’s Charter or other regulatory documents, ensuring smooth operation under the newly developed Operational Manual.
