The Government of the Republic of Armenia received a grant from the World Bank for the “Policy Monitoring and Evaluation Capacity Development in Agriculture” (PHRD) program. Part of these funds was allocated to the preparation of an impact assessment and an implementation completion report (ICR/IAA) to evaluate the outcomes of the program. The aim of this assessment was to analyze the effectiveness of the policies and practices implemented under the program, providing a comprehensive overview of its achievements, challenges, and lessons learned. The consulting services were specifically tasked with compiling the findings into a detailed final report for the Client.

The preparation of the ICR/IAA involved a thorough review of both the results of the final Project Impact Assessment, conducted by the Consultant, and various evaluation and monitoring reports produced by the Project Implementation Team and other consultants throughout the program’s duration. This process included synthesizing data, analyzing the impact of policy changes on Armenia's agricultural sector, and evaluating the capacity-building efforts aimed at improving monitoring and evaluation processes. The final report served as a key document for understanding the program’s overall success, its contributions to policy monitoring in agriculture, and its alignment with the strategic goals set by the World Bank and the Armenian government.
