Our team was engaged to develop a comprehensive system, methodology, processes, and standardized database for job evaluation within the Armenian civil service. This project aimed to introduce a new approach for evaluating civil service roles, with a focus on building capacity within the Civil Service Commission (CSC) and human resource divisions across various ministries in the Republic of Armenia. The goal was to ensure that these entities had the skills and tools needed to implement and maintain a standardized job evaluation system.
The project aligned with a broader public sector reform initiative led by the Armenian government, with support from the World Bank. The reform aimed to enhance the effectiveness of personnel policies and reinforce state bodies with highly qualified, professional staff who uphold strong integrity standards. To address these goals, we conducted an in-depth analysis of both Armenian and international job evaluation practices. Based on this analysis, we developed a tailored methodology for the Armenian context, establishing clear criteria for job evaluation. This process aimed to ensure that the most suitable candidates would be selected for civil service positions. Additionally, we delivered training sessions for civil servants in the CSC and human resource divisions, equipping them with the necessary skills to implement the new system effectively.
The project was carried out in three stages, all completed successfully. The key outcomes of this initiative included a robust job evaluation methodology that allows for the classification and modification of civil service positions, as well as functional and business process analyses within the management system. Approximately 200 civil servants received training to support the implementation of the new system, and a package of legislative amendments was developed to align civil service regulations with the updated job evaluation framework. This comprehensive approach has positioned the Armenian civil service for more efficient and effective management of human resources.
