Analytical report on the involvement of the private sector in the provision of public services and the performance of public functions, development of draft legislation

This project evaluated and enhanced the involvement of Uzbekistan's private sector in the provision of public services and the performance of public functions. The primary objectives were to improve efficiency, stimulate economic growth, and harness private sector innovation through strategic partnerships. The project undertook a comprehensive assessment of the potential for transferring public services and functions to the private sector, analyzing relevant legislation, specific public services, and market conditions to gauge readiness and identify potential economic benefits. Additionally, the project identified existing barriers, biases, and other factors that might hinder private sector participation.

 

A strategic roadmap and action plan were developed to guide the transition of public services to private sector management. This roadmap included specific recommendations for public services that could benefit from private sector involvement, suggested reengineering of business processes where necessary, and outlined measures to encourage greater private sector participation in the provision of public services.

 

Furthermore, the project proposed critical amendments and additions to the existing public-private partnership law, aimed at supporting and facilitating increased engagement of private entities in the delivery of public services. These legal changes are intended to create a more conducive environment for public-private collaborations, ensuring that the benefits of private sector efficiency and innovation are fully realized in the public sector.
