Operational Manual for Armenia Renewable Resources and Energy Efficiency Fund

Avenue Consulting Group was contracted to prepare an Operational Manual to cover Armenia Renewable Resources and Energy Efficiency Fund’s (R2E2) operating modalities for the next 5-10 years.

A comprehensive Operational Manual was developed, including the identification of target markets, client eligibility criteria, financing and implementation modalities, indicative investment plan, financing requirements and potential sources, staffing and other human resource management and capacity building needs. While preparing the Manual the Avenue Consulting Group also provided legal expertise on the proposed procedures being in line with the current legislation.

In the framework of the project the following tasks were carried out:

• Review the R2E2 Fund’s key documents, including Government decrees, the Charter of the Fund, the existing Operational Manual, model of Energy Service Agreement (ESA) etc.
• Preparation of an outline of the Operational Manual.
• Elaboration of the Operational Manual based on the prepared and agreed outline and concepts
• Preparation of a legal annex with draft documents of possible changes in the Fund’s Charter or other regulatory documents to support operation of the Fund under the new Operational Manual developed within the framework of the project.
