PSMP 2 Monitoring and Evaluation

The main objective of the project was to highlight areas requiring additional efforts for successful implementation of Public Sector reforms and to elaborate an independent evaluation of Armenian Public Sector Reform 2nd tranche programme implementation based on the monitoring indicators. Avenue Consulting Group Partner Tigran Grigoryan was contracted to implement this assignment.

The project consisted of the following components:

• Study of PSMP 2 programme, preliminary mapping of the results and analysis

• Overall evaluation of the PSMP 2 programme

• Elaboration of a detailed report based on the findings of the analyses and the results of the evaluation.
